Gotham City’s favorite bird-themed entrepreneur will be making a big splash in Batman: Arkham City, reports arkhamcity.co.uk. The online publication obtained a snippet of an interview conducted by the Australian Sunday Herald with Rocksteady’s Dax Ginn, who spilled the beans on the Penguin’s appearance in Arkham City. In addition, the first screenshot of Penguin and one of his goons has hit the ‘net (shown above and in full below).
Rocksteady’s Ginn detailed a bit about their version of Oswald Copplepot to the Australian Sunday Herald, explaining that they were taking the classic design of the character and giving him a Rocksteady twist.
" The way that penguin has always been portrayed is as quite an aristocratic, well-spoken gentleman who's got these twisted delusions of grandeur" said Ginn. "So we've made him a really horrible, nasty piece of work - but still with the delusion of grandeur. He dresses well, but in a poor taste, and we've made him this brutish, brutal guy but also key into collection fascination that he’s had throughout the years.”

Ginn also detailed a little about Penguin’s goon squad in Arkham City. Apparently, the Penguin is a big fan of heavy weaponry, and his thugs will put that to display.
"Penguin's faction is much more about the collection that he has within his museum of all sorts of things but one of those things he collects is heavily artillery. so when you come up against his thugs in the street they are all going to have seriously heavy weapons and that develops throughout the game as well."
The Penguin has been rumored to be in Batman: Arkham City ever since the release of the game’s first teaser trailer. It was there that many people spotted a clear shot of the Penguin’s night club, the Iceberg Lounge. Rocksteady has not officially confirmed or denied the Penguin’s involvement in the plot of their upcoming Batman sequel, but now that the bird’s flown the coop, we’ll probably be hearing something soon one way or the other.
